A White House Ten Code For Comey ?

What do the feds do and how do you talk to 'em ? In search of a clue to the  correct answer to that question,I  perused a pseudo-digital archive of   TV character, Sgt. Joe Friday, of the Dragnet  fame.
Being somewhat of a character myself, I  was intrigued by  the following script quote,

Sgt. Joe Friday: This is the city. Every 24 hours a little bit of everything happens. Two million people make a lot of history in one day. They write it all down and file it away. That last sentence above  says it all !   'Unit 1, how do you read ? What's your location ? Return to station ! Over and  out ! '
